Westfield Sports Complex Update
The Sports Complex Commission met February 17, after a brief lull, to continue to discuss the progress of the developer proposals under consideration. Commission leader Kevin Teder met with the three developers during the lull and then characterized the highlights of the three proposals to the commission.
Each proposal reiterates the exact location, design characteristics, land transaction costs and the variances involved with that cost. The developers also outlined how they would like to be involved with the complex. While two would like to be involved in the management of the complex, the third is less interested in the management aspect. One of the proposals was very specific about the cost of developing the infrastructure of the complex. While two of the proposals have the entire complex housed in one location, the third proposes only a portion of the complex be on its particular site, due mostly to space constraints with that particular property.
There is a significant cost differential between the land costs of the three different proposals. The location group, a part of the commission, will probably start discussing the differences in cost versus the value the city will receive from one location compared with the other two. Once variables involving financial projections, such as revenue coming in from facilities, participating teams, tournaments and concessions, begin being evaluated, it may justify a higher land cost.
The committee discussed offsetting factors, one example being what the city does with an area after the complex has taken over its previous function. For instance, if the complex takes over soccer being played at Shamrock Springs, then Shamrock Springs will no longer be needed as a soccer complex. What will happen to the area? How will the city use it? Whatever the answers are to those questions, are the offsetting factors.
Teder stressed that the commission is just a commission, charged with trying to provide a recommendation to the City of Westfield. The commission also isn’t just creating a fancy parks and recreation area, but a viable business model. Originally, there was only one location being considered, so the commission feels fortunate to have choices in terms of locations. The commission would like to start more in-depth evaluation of each proposal in order to narrow down the location of the complex to one site, one developer. Once they can decide on one developer, then many more aspects of the complex can become more concrete.
